Notwithstanding any of the timing scams, at best this lets people veto
proposals by adding a rider that says "[That player] wins.". Either they
kill the proposal or get a win out of it as compensation.
To be fair, riders are limited by stamp holdings but proposal submission are
not. Remember when my paper beat your rock?
