A player can, by announcement, create a rider to a proposal, which is 1 sentence tracked by the promotor associated with that proposal, by paying a fee of eir own type to the Holding Cell. If the proposal passes, that stamp in the holding cell is transferred to the author of the proposal. If the proposal is retracted, that stamp in the holding cell is transferred back to the rider's creator, and the rider is destroyed.
