A non-player might reasonably want to doubt e.g. a Registrar's report. and, more generally, we've had accidental deregistrations in the past; we generally allow non-players to take actions that might help determine or fix that status (e.g. calling CFJs). -- Janet Cobb Assessor, Rulekeepor
