I suppose one could argue that either 
A: The proposal failed because it specified no adoption index, the title is 
"(AI=1.0)".
B: That it failed because it specified no title (Or that it simply has no title 
if one is not required).
C: That it's title is "" and then adoption index is stored in the same line, 
but is not the title.
D: That being the title does not preclude a section from specifying another 
field, so the title is "(AI=1.0)" and the AI is 1.0.
