(since quite recently) defines as equivalent to the ADoP being its
"recordkeepor", which is the condition for it to be self-ratifying.

Oops: Complexity is in fact "tracked _in_ the ADoP's report", which is
not the same thing and in fact arguably imposes no obligation on the
ADoP. But I think it is true for Officeholder.
In which case Rule 2603 (Switch Responsibility) would have defined some
"Tracker of <type of switch>" offices.
Proto: Amend Rule 2698 (Recordkeepors) by replacing this text:
For some entity or class of entities to be "tracked by" another
entity is for the latter entity to be its recordkeepor.
with this text:
For some entity or class of entities to be "tracked by" another
entity, or "tracked in" one of that entity's reports, is for the
latter entity to be its recordkeepor.
Or, if you prefer, replace:
For some entity or class of entities to be "tracked by" another
entity is for the latter entity to be its recordkeepor.
For an entity to be a recordkeepor for a type of switch is for
that entity to be the recordkeepor for all instances of that
switch.
with:
If an entity or class of entities is "tracked by" another entity,
or "tracked in" one of that entity's reports, then the latter
entity is its recordkeepor.
The recordkeepor of a class of entities is also the recordkeepor
of all entities in that class.
and similar for paragraphs 2-4 of Rule 2577 (Asset Actions).
(Rule 2577 and some others also use "To '<term>' is to <definition>",
but that style wouldn't work as well for Rule 2698, which builds up the
concept of "recordkeepor" over both of those paragraphs.)
