Is the officeholder switch self-ratifying? At a quick glance over the ruleset, I couldn't see a reason why it would be, but maybe I'm missing something. (If it isn't, then of course an official CoE isn't necessary.) I'm surprised that this sort of thing hasn't happened more often in recent Agoran history. -- ais523
