I may be wrong, but I interpret R1728 not as limiting the use of the word 
"intend" to tabled actions, and my usage of "intend" in the quoted above 
message achieves both "setting forth intent" as described by R478 and 
"[indicating] intent to pay that fee" in R2579, and is therefore a valid way of 
taking action. Although I will gladly restrict my usage of "intend" to tabled 
actions in the future.
