Since this is potentially pretty valuable, what if we made this the sole
way to get an Agora stamp? We can always exclude them from the
single-type-for-radiance exchange since there could end up being a lot
of them.

Is this usable if the flippor doesn't have any blots? Maybe it could

In what order? Whether this matters depending on the number of players
