With the end of stones nigh, I was doing some brainstorming for a
possible new system to introduce (though I know there's value in
allowing no systems to be present for a bit.)
The following system is similar to stones, but simplified, and with a
strong emphasis on cooperation and negotiation, as all (interesting)
effects interact on a pair of players. I think that the larger number of
a smaller set will encourage trading in a way that we didn't see with
stones (not that stones really permitted trading.)
The "Engagement Edition" adds conditions to the economy-boosting chits,
by requiring:
(1) boulder upkeep (in a way that shouldn't produce more work for the
Absurdor),
(2) timely reports, and
(3) referendum to be voted on and proposals to not be FAILED QUORUM

I submit the following two proposals, each at power 1.0, with titles
"Chits" and "Chits: Engagement Edition" respectively.

Enact a new rule at power 1.0 with title "Chits" and the following text

Chits are a class of indestructible fixed assets, with ownership
restricted to players and Agora. If a chit is owned by the Lost and
Found Department or in abeyance, it is immediately transferred to Agora.
The Printor is a sortitioned office that tracks chits in eir weekly report.
At the beginning of each month, each active player with no chits
receives one chit at random from Agora. Where more chits are required
than Agora owns, grant Desert Chits to those players, instead.
Once per week, a player (the flippor) CAN by announcement "flip" a chit
e own by specifying a player with no chits (the flippee) if necessary.
That chit's effect is resolved, if possible, then, if the flippor still
owns that chit, it is transferred to Agora.
A player CAN transfer one of eir chits to a player with no chits or to
Agora by paying a fee of 3 Spendies.
The following types of chits exist in the quantity specified.
- Plain Chit (6): No effect. (The flippor NEED NOT specify a flippee.)
- Desert Chit (0, varies): Destroy this chit. (The flippor NEED NOT
specify a flippee.)
- River Chit (6): Transfer this chit to the flippee. Then, grant a
Desert Chit to the flippor.
- Ocean Chit (6): The flippor may specify a chit owned by Agora. The
specified chit, if any, is transferred to the flippee. Then, grant a
Desert Chit to the flippor.
- Mountain Chit (6): The flippor and flippee each gain 1 radiance.
- Sky Chit (6): The flippor and flippee each gain 1 stamp of the
flippor's type.
- Forest Chit (6): The flippor and flippee each gain 1 Spendies.
- Tundra Chit (6): If the flippee has a blot(s), destroy 1 each of the
flippor's and flippee's blots.

Agora. Then, each active player with no chits receives one chit at
