Does this raise some uncertainty about any prior rule changes that we originally thought failed? The ruleset was last ratified 2023-12-31 so at least it's a somewhat limited problem.
(Also, to be clear, I found this a convincing argument -- my starting position was FALSE -- so this isn't a criticism of the judgement itself.)
