In regards to the "ratification", the Herald's report only includes Patent
titles. The "unofficial designation" part, which seems to be a comment,
could not have ratified, as it isn't part of the ratifying report (as a
comment is not a patent title).
Having dug even deeper, there's something of a rabbit hole here...
(Non-self-)ratification can be done on any public document, and the
ratified report in question [1] has the designation inside the "=== END
OF REPORT ===" at the end anyway.
However, G's actual ratification [2] is unclear on its scope in this
regard: "Herald's Monthly Report (patent titles and their holders)" --
eir report purports to include the designation, but it's not an actual
patent title. Without the parenthetical, I'd find it unambiguously
included in the ratification. Now I'm not so sure.
