Classic "I said I did, therefore I did." In this case, clearing the
designation is an unregulated action, but not one that the rules describe
as being able to have an effect on the game, so it does nothing.

In regards to the "ratification", the Herald's report only includes Patent
titles. The "unofficial designation" part, which seems to be a comment,
could not have ratified, as it isn't part of the ratifying report (as a
comment is not a patent title).
