I think a plain English reading would fill in some gaps about what
tracking means here for Golems, but since there's no rule definition for
tracking for entities it doesn't create a duty to report it on some sort
of schedule.
I suggest "The Xaman SHALL publish a list of Golems in eir weekly report."
A player CAN destroy a Golem by announcement if the conditions in its
Soul are clearly and unambiguously met, or without objections.
Once per week, a player CAN grant emself a Clay by announcement.
I think this needs a little refinement (heh). Collecting clay weekly
when you don't have a use for it sounds a little tedious, but you'd
still feel the need to stockpile it to have enough to do stuff. I think
I'd personally make it where everyone starts with X clay every month,
and can use or trade it throughout the month (before everyone is reset
back to X). That way there's no needless action, everyone can do
something right away, but the trading is still relevant for people that
are using Golems more.
A player CAN poke a Golem by announcement. When a Player pokes a
Golem, if the conditions the Golem's Mind are clearly and
unambiguously met, that Player (the activator) activates that Golem.
Activating Golems is secured.
The detachment between [players poke golems, which activates them] and
[activated golems do <thing>] seems a little confusing to me? Why not
just one keyword? Take out "When a player pokes a Golem... atctivates
that Golem", change all the other references to activating to "When a
Golem is poked..."
