So win proposals do sometimes pass through bribery or adding a majority of people to it, but these are unlikely to because they are broken. It doesn't limit your wins, so you could do it infinite times until it is repealed. A win proposal usually has something like "When e does so, this rule is repealed." The ones that pass usually specify several people, and often rely on some other scam to disenfranchise AGAINST voters. -- Herald, Registrar, Collector
