This isn't about incompatible offices exactly - for example if it were the
referee that was vacant, anyone could do what I was doing without
involving the arbitor.  It's more about having an office lie empty that
anyone can grab to do the fine-levying for fingers they themselves pointed.

I was thinking the fix was adding a "you CANNOT resolve a finger that you
yourself pointed, including through deputisation"?
