Then just make sure the Referee is required to specify the exact
crime/violated rule when resolving the decision.

The additional requirements were imposed to discourage cases where the
pointer specifies the action/inaction, but not which rule it violates,
and it's not obvious like in this case. Maybe just let the Referee
dismiss such cases at eir discretion, then the pointer can re-point with
the missing info added.
