Nope! I didn't mention a lot of things about my interpretation of this
particular rule. I'm decently sure the PM can certify any patch
because e's responsible for ensuring the game runs smoothly. It never
occurred to me when drafting it that the Rulekeepor might have almost
as broad a power, but having two offices that can certify almost
everything is not a huge problem.

That being said, it's possible this isn't the best approach. I'll
start a new thread.
