If the Assessor conspires with proposal authors, they can order proposals in order of increasing F/A for resolution, then act on the behalf of each author to claim a legislative card before resolving the next proposal (or, more simply, if the Assessor has a proposal up for voting, they can resolve that one first). -Aris
