I guess when I was writing the rule I wasn't imagining it would be common to submit without pending (or knowing someone is likely to pend it). But if that does become common I definitely approve of any ideas to reduce Promotor overhead. An even more aggressive solution would be to automatically remove unpended proposals from the pool when the Promotor does eir weekly duty. There's no cost to just submitting, so the worst case is people have to resubmit sometimes. -- nch
