I take back what I said about potentially wanting rulekeepor. I forgot
the FLR exists.

I was planning on publishing these after the next Assessor's report, but
I really just wanted to show off so here we are.
I worked more on my ruleset code over the past few weeks and I decided
to go and add all the names of proposals that I could find. Almost every
proposal between the first issue of the AWJ and now, now has a name.
Also, I added chamber annotations for when the colored chambers were a
thing with the mindset that if disinterest is tracked, any other
properties of a proposal, no matter how ephemeral, should also be
tracked. Also, the FLR now includes a statistical report and power
distribution. I got the idea from older traditions of rulekeeping.
