They were good for stopping some types of scams (especially dictatorships), but tended to lead to other types of scams (there were a number of "rule 101 lets me arbitrarily change the gamestate" attempts, mostly by new players; most failed, possibly all of them). There's some need to be careful to prevent ossification or similar unintended consequences. The ban on double jeopardy perhaps lead to some of the most interesting scam attempts. The current ruleset actually already has many of this sort of protection (e.g. the prohibition on preventing participation in the fora), they just aren't all conveniently grouped together into a single rule. -- ais523
