That would not be the person giving it away. That would be the Proposal doing so (the instrument with the power to do so). Well, you say, a Proposal could change the Rules to allow em to, doesn't that count? No. Interpretations on what CAN and CANNOT be done rely on the text of the Rules at the time (R217). Anything that involves Rule Changes is thus not considered as part of the text of the rules (at any given moment).
