nichdel's recent proto-proposal combined with either of the two land proposals sorta does this. I looked at it yesterday with an eye towards proposing it (since e has been busy/not around), but the latest draft e published still keeps (but changes) a bunch of the stamp stuff and I didn't want to wade through all that.
I think if we replace all this fluctuating currency value with much more frequent auctions (i.e. for the land) we could have something.
