Oh, I discovered something. "When the Supply level Changes, a Shiny <https://agoranomic.org/ruleset/#Rule2483> Releveling event occurs.". I think this means that there was an automatic Relevelling event as soon as my proposal passed and then you are also obligated to cause a relevelling event (which you have).
I don't think this changes anything but just a note that you will have to backdate all this Relevelling to the passing of "Basic Income" instead of to here.
