Apathy is mostly an outlet for scams in order to prevent them doing damage to the gamestate (and has already done its job once). We used to have plenty more of these, e.g. a win if your voting power became higher than everyone else's put together but which reset voting power in the process. Trust Tokens seem to be a very long-term goal at the moment (given the number of inactive players) and thus are unlikely to be scammed to a win within a week. -- ais523
