The contracts proposal doesn't /need/ regulations for anything fundamental, though. It'd be easy enough to amend them out if we decide we don't want regulations, and "can by regulation" might even work via the natural-language meaning (without needing any sort of ruleset-like structure to formalize it). -- ais523
