It seems clear to me that PRESENT in an IR vote should be the entire ballot, not a single entry in the ballot. PRESENT has, under Agoran tradition, mean “Count me towards quorum, but not towards any specific outcome.” Agora's IRV system is currently almost entirely “common definition,” though, and I don’t believe there’s any obvious common definition that permits PRESENT or any similar non-option mid-ballot. -o
