Right, it's not even reasonably unambiguously an intent to register. For example, if Bucky turned up and said hi, I wouldn't assume that Bucky wanted to be a player. (Bucky is a kind-of long-term non-player who used to turn up and do whatever game actions it was possible for a non-player to do, without ever registering.) -- ais523
