Right, the idea is that you have full participation most of the time, but can also reduce participation in an emergency. The proposal's designed so that it's impossible to lock out new players indefinitely. I also suggest that game custom should be that Festivals should be rare, and that attempts to start one without good justification should not be supported. (This is true of the previous rules we've had along these lines, too.) -- ais523
