In general, I think raising the bar to participation is an extremely high-risk move for the health of Agora. Having said that, I really like the structure of this proposal. The default state is full franchise for all players, new and old, and the disenfranchisement system has two separate built-in ratchets that appear to guarantee that the franchise will be restored even in the face of continuous effort to deny new players the ability to vote. I’ll probably vote for this. -o
