Intents need to expire somehow.

Otherwise I can say "I intend to publish the registrar's report".

Then the actual Registrar could publish the report.

Then, a year later, if the report is a single day late, I can
publish it and say "I published my intent a year ago."

(not really a big deal in this case I suppose, but that's the 
reason).
