Create the Following Rule, The Moods of Rules:

       There is a Rulekeepor-tracked Mood Switch for each Rules Category,
       with values On, Above and Below the Line.

       An Above the Line Mood favors common-sense interpretation
       of the Main Rules text over detailed readings of loopholes in
       the Footnotes.  A Below the Line reading encourages the opposite,
       and On the Line Mood SHOULD be right in the middle.

       The Main Text of this Rule CANNOT come to differ from the single
