It's confusing, because the "only mechanism" in R105 actually refers
to a multitude of possible sub-mechanisms.

R105 says that "Where permitted by other rules, an instrument generally 
can, as part of its effect..."  The Low-Powered Rule is an Instrument, 
because it has Power (R1688).

Therefore, the effect of Low-Powered rule's rule change mechanism is 
in fact, a sub-mechanism fits under R105's "grand mechanism".

The problem is that, later in R105, there's the qualification that
even a R105 mechanism or sub-mechanism doesn't work if it doesn't 
include some type "general player review".

Clear as mud.  Really muddy mud.
