Votes are now limited to players:
To be valid, the ballot must satisfy the following
conditions:
(b) The entity casting the ballot (the voter) was, at the
initiation of the decision, an player.
Individual votes are not counted as such: the strength of an option is
the sum of the voting strengths of the players who voted for that
option, so you don't have the option of only casting some of your
ballots anymore; your single ballot (regulated by (f)) just counts for
more depending on your voting strength.
