Rule 2422 reads in part:
The voting strength of an entity is an integer between 1 and 5
inclusive, defined by rules of power 2 or greater. If not
otherwise specified, the voting strength of an entity is 1.
Note that this implies that all Entities have a voting strength
of at least 1!
Where is the part that actually ties this to Decisions, eligible
voters, limits this to Players, tying Voting Strength to Ballots,
or even saying that voting strength is the number of votes that
are counted towards a decision?
There's something about TOTAL voting strength in R683:
The strength of an option is the total voting strength of all
voters with valid ballots cast for that option.
but this says nothing about how an individual votes a re-counted.
Please point me to the hopefully really obvious text that I missed!
