I don’t know if it makes sense to want to submit a following proposal without actually doing it. If so, you’d usually follow your „want“ with something along the lines of „but I’m not sure I’ve phrased anything correctly, nor do I remember what I wrote“. So as long as there are no ifs and buts around, I’d say it succeeds in submitting.
