I thought very clever, really clever, but reading closely:
If e has not done so in the past 168 hours, a player CAN specify
another player and announce that e is boarding that player's ship
and pillaging eir operator collection. The attempt fails if [...]
What can be done every 168 hours is "specify". The question is, is
"the attempt" that fails the act of specification (in which case
another specification is possible immediately), or whether the
specification succeeds, but the pillaging fails (in which case the
first attempt is the last for 168 hours).
I think that the "specify" act can't be taken back, because that
specification is a fact accomplished by naming someone, it can't
"fail" because the Herald (and everyone) have read the specification.
Therefore the only action that could be taken back is the pillaging.
So it is the pillaging that is taken back. Specification happened
with the first name, and no further specification is possible for
168 hours.
This is my predisposition, i.e. what I'll record in the absence of
further discussion that would convince me otherwise... happy for
discussion tho.
