Patent Titles are pretty much the only economy that actually works, at the moment (although they're bad at providing incentives for things because they're rarely awarded). I wouldn't object to simply having a rule that says they exist and requiring the Herald to track them, though, with no defined way to award them other than proposal (and victory, if we have working win conditions). -- ais523
