Had a pass on possible Ribbon alterations to make it harder but keep it
across a range of activities:

> (+B) Judge a non-crimial case on time.
   Keep same, good to have a cheap one to encourage civil service.

> (+C) Deputize for an Office.
   Change to "win a contested election for an office" where a contested
   election is one with 2+ valid candidates at end of voting period.

> (+G) Hold 1+ offices for a month, miss no time limits for duties.
   Now that we have salaries, change this to the equivalent of an N-months
   long service award (suggest 6 months) though not tied to perfection on
   duties.

> (+I) Earn a degree.
   Keep.

> (+K) Judge a criminal (sentencing) case on time.
   Don't like this one (incentives for sentences? though the 'black' is cute
   theme).  Maybe "deliver a timely appeals court judgement" as that seems
   to be something that people flake on.

> (+L) Adopted Proposal with only 1 AGAINST voter (proposer or voter).
   Make it harder by only counting it if you cast your full voting
   power against (making it a risk to pass).

> (+M) Acknowledge Agora's Birthday on Agora's Birthday.
   Keep.

> (+O) Be submitter of a proposal adopted with no AGAINST votes.
   Boring due to noncontroversial subjects!  Change to a Chamber-based
   condition, perhaps "Have a proposal adopted from at least N different
   chambers in the same week".

> (+P) Be the Speaker.
   Keep.

> (+R) Be submitter of adopted proposal that reduces the Ruleset.
   Nice little civil service, especially for newbies; but kinda boring.
   Make economic?

> (+T) Not hold the Patent Title Renascent.
   Keep.

> (+U) Be awarded Patent Title Champion.
   Combine with (+V), as the special Patent Titles in (+V) are usually
   based on a scam win or something.

> (+V) Be awarded Patent Title not previously mentioned on this list.
   Combine with (+U), make this one economic.

> (+W) Unattainable
   Keep.
