I'd require an affirmative action. Maybe... If and only if they've voted on the last four batches of proposals, then they can post an apology and explanation for the vote they missed in order to get back into the running. I wouldn't want to make anyone track automatic changes that require maintaining state information for 4 weeks... --Wes
