Actually, I wrote that clause, and since it was intended to generally
hold officers to a high standard, I think this was intentional.
Players rely on all the information in reports, not just data required
to be published - that's why it's there.  The player count isn't as
important as, say, a history section, but I reasonably relied on it
when trying to calculate the quorum, which is why I filed the case,
although I think DISCHARGE was reasonable.
