Parenthetical remarks don't usually alter the meaning of things, especially (but not only) since it's unclear whether you meant "I pay 1 ruble (possibly unnecessarily) to submit a proposal" or "If necessary, I pay 1 ruble to submit a proposal". In lieu of clearly expressed intent, I interpret it as the literal "I believe these cost 1 ruble and thus fail". not trying to bug you here, just my best interpretation.
