I don't think this clearly indicates an attempt to pay a ruble.

This would drastically increase ruble income - FKA441344 gets 14
rubles a month instead of 8 (13 once Ambassador is repealed), which is
reasonable but very powerful should e start donating them to eir
Speaker Account, but this would give em 28.
