As the headline's changed a couple times since you sent this, the real question is whether the scrolling datestamps are reasonably available to the Assessor; we shouldn't require em to check in a narrow window of a few hours, so we'd need to consider whether it's available to someone within the generally-reasonable time-frame (4 days?) later. Of course, if someone publishes the headline here immediately after the voting period ends, this point is probably moot. -G.
