(including sub-messages) are performed in the order they appear
in the message, unless otherwise specified.

claimed date-stamp specifying an instant that falls during
the Temporal Anomaly, and
(b) the message is sent during the Temporal Anomaly,
then the action is performed at the instant specified by the
claimed date-stamp.
