It was discovered in an IRC conversation. I suggested that we could
fix the problems with a CFI, since they don't rely on game time (which
is suspended during an emergency), but on occurrences of midnight UTC.
It was pointed out to me that Rule 0 says that events with absolute
deadlines don't occur at all, and "the third midnight UTC" is an
absolute deadline. Unfortuantely, Rule 0's increments of the Pause
*also* use a midnight UTC occurring as the trigger, and while Rule 0
does except events relative to gametime which are defined within
itself from being suspended, it notably does *not* except its own
mechanisms from the absolute deadlines happening.

The upshot of this is that when the first Emergency began under Rule 0
in 2002, the Pause never incremented, making it impossible to resolve
the emergency.
