The goals (to make sentences cumulative, and to make time served before
an appeal count) are non-trivial (and the latter is still iffy if an
appeal tries to reduce a timer below zero, though the panel might
overrule to original-minus-time-served without prejudice).
Simpler alternative: in R1504, replace relevant text with
When this sentence goes into effect, the ninny becomes
inactive. While this sentence is in effect, and has been
continuously in effect for less than the specified number
of days, the ninny SHALL NOT become inactive.
