That rule always confuses me, because AFAIR it's survived a whole bunch of different economic systems (sometimes getting repealed and later re-enacted later), and it's never been used except for occasional scams where a group of scamsters force a deliberately buggy proposal through that people forgot to democratise, just before the voting period ends.
