I did recommend chaotic numbers at the time.  Zefram, then CotC,
handled it as follows:

Zefram also assigned all the 10,000 alleged CFJs to pikhq, then they
ran the alleged judicial salary through a "spend 2 to give someone
else 1" mechanism to reduce it to the salary for a single case.
