Part of the reward for being CotC is being allowed discretion over
judicial assignments (most of them are random, but I have discretion
to override that, e.g. to avoid obvious conflicts of interest).

There was a "Levers of Monetary Policy" era when, well, here's a
proto-proto that gives you the idea:

  * Default ergs per week can be anywhere from 2 to 6; once a month,
    the PSM CAN by announcement change it by 1.

  * Bonus/penalty ergs for Pilot/Marine can be anywhere from 0 to 2,
    ATC can change it in similar fashion to above.

  * Multiplier for office ergs is an integral multiple of 0.1 ranging
    from 0.5 to 1.5, you earn ergs equal to the total II of your
    offices times this multiplier, IADoP can change it by 0.1 in
    similar fashion to above.

  * Other offices could vary the amount of fees, e.g. Promotor and
    distribution cost.

Additional idea:  Ergs cycling weekly is a bit fast for players to
keep up with current levels.  Replace the weekly payout with a monthly
payout four times as large, and have the ergs last till the end of the
month.  Especially combined with adding some levers, this could make
players more likely to keep track of their ergs.

Also, we might want to make "I perform <fee-based action> X times"
illegal unless either X is stated directly as a number, or you make a
good-faith effort to indicate what X is (e.g. "I destroy as many of
my Rests as possible; this costs 3 ergs per Rest and I think I have
7 ergs").  The PSM isn't the only officer who has to track such
things, after all.
